Honorable Mentions - Maximillion Pegasus
The creator of Duel Monsters turns out to be an antagonist for the series and redeems himself with a sob story somehow relating it to his Millennium Eye.
You may remember him when he used his ace monster against Yugi in their duel during the Duelist Kingdom episodes.
However, you may remember him better when he was using TOON cards.
